Foreigners can own land in Dubai's freehold zones, but not every plot is open to you and not every plot can be built on the way you imagine. We find the plot, check the zoning with the Dubai Land Department and guide the purchase to the title deed.

Quick answer
Can a foreigner buy land in Dubai? Yes, but only inside areas the government has designated for foreign freehold ownership. In those areas you can hold a plot in your own name, with no UAE residency needed to buy. Outside them, land is usually reserved for UAE nationals, or can only be held through a long lease.
The official list of freehold zones and the permitted use of each plot sit with the Dubai Land Department (DLD), so we confirm both with DLD before you reserve anything.
Who you will be dealing with
MrRealEstate focuses on buying and selling property in Dubai and across the UAE. Land is one of the types we handle, next to apartments, villas, townhouses and commercial property.
Why buyers choose land
A plot lets you decide the design, the size of the house and the finish. Some buyers build a family villa. Others hold the land in a growing community and build or sell later.
The trade-off is that land is less standardised than an apartment. Each plot has its own permitted use, size limits, community rules and building timeline. Buyers who skip those checks are the ones who run into trouble, which is why we start with them.

What we do for you
Buying land in Dubai is a chain of checks. We take care of each link so you can decide with clear information.
Tell us your budget, preferred community and plot size. We look for plots that match, from master developers and from private owners.
We confirm what you may build: villa, mixed use or commercial, plus plot area, floor area and height limits.
We verify the seller, the title and any charge on the plot, so you do not pay for land the seller cannot transfer.
Master developers set rules on design, building start dates and fees. We ask for them in writing before you commit.
If you want to build, we explain the approvals and the type of consultant and contractor you will need to line up.
Viewing by video, signing by power of attorney or online, and payment through named accounts, from any country.
Land for sale in Dubai
Not all land is the same. The type of plot decides who can buy it, what you can build and how the title is held.
| Plot type | What it is | Foreign buyers | Keep in mind |
|---|---|---|---|
| Residential villa plot in a master community | A serviced plot in a planned villa community, sold for building a single house. | Usually yes, as the community is in a freehold zone | Design approval, community fees and a build timeline often apply |
| Residential plot in another freehold zone | A plot sold by an owner or developer inside a designated freehold area. | Yes, where the area is open to foreign ownership | Confirm infrastructure, access and permitted use |
| Mixed-use or commercial plot | Land zoned for shops, offices, hotels or a mix with residential. | Depends on the zone and the plot | Check zoning, floor area and the approving authority |
| Land on a long lease | The right to use land for a fixed term, often called musataha or usufruct, instead of full ownership. | Possible in some areas | You hold rights for a term, not the freehold title, so read the lease terms |
The list of areas is official, not ours. Which areas are open to foreign freehold ownership, and what each plot may be used for, must be confirmed with the Dubai Land Department. See our overview of freehold areas in Dubai for foreigners, then we verify your specific plot.
Before you reserve
Price per square foot is only one number. A cheaper plot can cost more once you find out what it allows. These are the questions we answer first.
If you want a home soon and fewer decisions, a ready or off-plan villa may fit better. If you want control over the design and are comfortable managing a build, a plot makes sense.

Costs
Budget for more than the plot price. These are the main items to plan for.
Fees and rules are set by the authorities and can change. For the wider picture, see our guide to the hidden costs of buying property in Dubai.
The process
The steps are similar for most foreign buyers. The order of the last two depends on whether you will build.
Tell us your budget, purpose (build, hold or invest) and timeline. We note your preferred communities and plot size.
You receive a short list of available plots with size, price and the community they sit in. Not every plot is advertised, so we also ask owners and developers.
We verify the freehold status, permitted use, size limits and the registered owner with DLD before you reserve.
We negotiate the price and terms, then prepare the sale agreement. If you are abroad, you can sign online or through a power of attorney.
You pay the deposit and the balance through the route named in the agreement, and we keep every receipt on file.
The sale is registered at the Dubai Land Department and the plot moves into your name.
You receive the title deed. Then you start the design and approvals, hold the land or resell it.
Compare your options
Both give you a villa in Dubai. They differ in control, time and the work you take on.

FAQ
Yes, in designated freehold areas. In those zones a foreigner can own a plot outright and register it in their own name at the Dubai Land Department. Outside them, land is generally restricted to UAE nationals or offered only on a long lease. Always confirm the zone for the exact plot.
No. You do not need a UAE visa or residency to buy freehold property, including land. You need a valid passport and proof of the source of funds. You can also complete the purchase from abroad by power of attorney or online signing, depending on the deal.
Dubai has a set of designated freehold areas, and the official list is held by the Dubai Land Department. It can change, so we confirm it for each plot. Our guide to freehold areas in Dubai gives an overview.
It depends on the community, plot size, zoning and market conditions, so there is no single price. Plots in established villa communities cost far more than land in newer areas. We share current asking prices for matching plots once we know your budget and preferred area.
Not always. Each plot has a permitted use and limits on plot coverage, built-up area, height and setbacks. In master communities the developer also approves the design. We check these rules before you buy so your plan fits the plot.
The main cost beyond the price is the 4 percent Dubai Land Department transfer fee. You may also pay agent commission, a trustee fee and community charges. If you build, add design, permit and construction costs. Rates can change, so confirm them before you sign.
It is harder than for a finished home. Many banks lend less on vacant land, or only against a build plan, and non-residents face lower limits. Terms differ by bank. Read our guide to a mortgage in Dubai for non-residents.
It can suit buyers who plan to build or hold for the long term, but it carries risk. Land earns no rent until you build, and values depend on the community and the market. We give you the facts and never guarantee a return.
Send us your budget, preferred area and what you plan to build. We will reply with matching plots, the zoning to check and the costs to expect.
