How to Buy Off-Plan Property in Dubai: the Short Answer

You pick a project from a registered developer, reserve a unit with a deposit, sign the sale and purchase agreement and pay in stages while the building goes up. The sale is recorded with the Dubai Land Department (DLD) through Oqood registration, and your instalments go into a regulated escrow account for that project. You receive the title deed after handover. Foreign buyers can buy in designated freehold areas without living in the UAE.

Why Buyers Choose Off-Plan in Dubai

Off-plan means you buy a unit that is still being built. You pay less upfront than for a finished home and spread the rest of the price over the construction period. DXB Interact's analysis of Dubai Land Department data puts off-plan at about 69% of Dubai sales transactions in 2025. A busy market gives you choice, but it also makes it easy to buy the wrong unit in a hurry, so compare the projects above on location, developer, handover date and payment terms before you reserve anything.

Dubai Off-Plan Payment Plan Types, Explained

Developers label a plan with a split such as 60/40. The first number is usually what you pay before handover. The contract shows the real terms, so read the schedule, not the headline.

Plan typeHow it worksSuits you if
Construction-linkedMost of the price is paid before handover, in dated or milestone-based instalments. You have steady cash flow and want to own the unit outright at handover.
50/50 styleHalf is paid during construction and half on completion. You want a simple structure and can arrange the final payment by handover.
Post-handoverPart of the price is paid in instalments after you receive the keys. You plan to rent the unit out and use the income to cover later instalments.
Low down paymentA small deposit and smaller early instalments, with larger payments later. You want a low entry cost and accept bigger payments near completion.

Always check the booking fee, the date of every instalment, what happens if you pay late, and whether the plan covers the DLD fee. Our guide to Dubai off-plan payment plans lists the checks to run before you sign.

What Else You Pay When You Buy Off-Plan

The price on the brochure is not the whole budget. Plan for these items and confirm each one for your project.

  • 4% DLD registration fee on the price. Some developers offer a waiver or a share, so ask what the offer includes.
  • Oqood fee: an administrative fee to register the sale on the interim register. Amounts are quoted differently by different sources, so confirm it before you pay.
  • Service charges are paid after handover for the upkeep of the building or community. Ask the developer for the expected rate per square foot, and see Dubai service charges.

How to Buy Off-Plan Property in Dubai, Step by Step

  1. Set your goal and budget

Decide whether you buy to live, to rent out or to resell. Fix a total budget that includes fees and the final payment.

  2. Shortlist projects

Compare two or three launches by location, unit type, handover date, developer and payment plan. Browse Dubai areas if you have not chosen one yet.

  3. Check the project

Confirm the RERA registration, the developer's licence and the escrow account details before you pay anything.

  4. Reserve and sign

Pay the booking deposit, then read the sale and purchase agreement line by line. A lawyer should review it before you sign.

  5. Register and pay

The sale is recorded on the interim register through Oqood. You pay each instalment into the escrow account.

  6. Handover and title deed

Inspect the unit, list any defects, make the final payment and receive your title deed.

Off-Plan or Ready: Which One Fits You?

Neither route is better for everyone. It depends on how long you can wait and how much cash you can put in today.

Off-plan from a developer

  • Lower upfront cash and a staged payment plan
  • New layouts, facilities and launches to choose from
  • Payments go into a regulated escrow account
  • No rent until handover, and a delivery risk to manage

Best for: buyers who can wait and want flexible payments.

Ready property

  • You see exactly what you buy before you pay
  • You can move in or rent it out soon after transfer
  • A mortgage is usually easier to arrange
  • Most of the price is due upfront

Best for: buyers who want certainty and quick rental income.

Checks Before You Pay a Deposit

  • The project is registered with RERA and the DLD.
  • You have the escrow account details, and you pay only into that account.
  • The developer's licence and previous deliveries check out.
  • The handover date and the delay terms are written in the contract.
  • You know the conditions for resale before handover.
  • Every fee is listed, with who pays it.

Off-Plan Property in Dubai: Your Questions Answered

Can foreigners buy off-plan property in Dubai?

Yes. Foreigners can buy off-plan units with freehold ownership in the areas Dubai has designated for foreign ownership. You do not need to live in the UAE to buy.

How much do I need to pay upfront?

It depends on the project. You pay a booking deposit first, then a down payment when you sign the sale agreement. The percentages differ by developer, so check the payment schedule in the contract before you commit.

Is my money safe when I buy off-plan?

Dubai law requires a developer selling off-plan to hold buyers' instalments in a project escrow account. Funds are released as construction progresses. Confirm the project registration and the escrow details yourself before you pay.

What is Oqood and do I need it?

Oqood is the DLD's system for registering off-plan sales on the interim register. Registration gives your contract an official record, so it matters for resale, financing and your rights as a buyer.

What if the developer delays the handover?

The contract should state the handover date and what happens if it slips. Read these clauses before you sign. We also track construction updates for you, so a delay does not catch you by surprise.

Can I get a mortgage on an off-plan property?

Some banks lend on off-plan units, usually at handover, and non-residents often get lower limits. Ask a bank for pre-approval and plan the final payment early. Our guide covers the mortgage in Dubai for non-residents.

Can I sell an off-plan property before handover?

Often yes, but only if the developer allows it and you have paid the required share of the price. Conditions and fees differ by project, so check them before you buy.

How do I start?

Send us your budget, preferred area and timeline on WhatsApp or through the contact form. We reply with off-plan projects that fit and the costs you should expect.

Fees, payment plans, prices and availability are set by developers and the authorities and can change. Confirm current figures with the developer and the Dubai Land Department before you commit. This page is general information, not legal or financial advice.
