Dubai Digitizes and Speeds Up Self-Build Villa Permits
On October 24, 2025, Emirates 24|7 reported that Dubai Municipality has taken a significant step to facilitate construction for UAE citizens. According to the report, the authority has introduced a new fast-track Self-Build Permit system aimed at reducing the time and costs associated with obtaining construction permits.
Objective: Simplifying the Home-Building Process for Citizens
Dubai Municipality stated that this initiative is designed to enhance citizen satisfaction, streamline administrative procedures, and support the UAE’s national housing development programs. Under this scheme, citizens can obtain permits for their personal villa projects through municipality-approved engineering offices, without requiring all technical reviews to be conducted directly by municipal engineers.
Officials highlighted that this approach will reduce the permit issuance time from several weeks to just a few days, while maintaining technical accuracy and project safety.
The Role of Trusted Engineering Consultancies
According to Emirates 24|7, a number of private engineering offices, accredited by the municipality, have been selected to act as official representatives in this process. These offices are authorized to prepare design plans, technical reports, and other required documents and to issue construction permits directly through the Building Permits Platform.
Dubai Municipality emphasizes that these offices must comply with all urban construction standards and technical safety guidelines, with the municipality monitoring their performance at every stage.
How the New Process Works
Under the new system, villa applicants simply visit one of the approved engineering offices. Once the plans are reviewed and approved, the permit application is submitted electronically and issued within a short timeframe. The owner can then select a contractor and begin construction.
The system is fully integrated with Dubai Municipality’s digital services platform, ensuring transparency and efficiency throughout the process.

Eng. Maryam AlMehairi, CEO of the Dubai Municipality Building Permits Regulatory and Issuance Authority, told Emirates 24|7:
